A Community Event License is required for certain temporary activities that affect public spaces, streets, or involve large gatherings. If you're planning a community event, you may need this license, depending on the event size and activities.

What is a “Community Event"?

A City of Englewood Community Event license is required for any temporary activity that meets one or more of the following criteria:

Open to the public with an estimated attendance of more than 50 people, that substantially deviates from the current land use;
Requires a full or partial closure for public streets or sidewalks, or that impacts the normal flow of pedestrian or vehicular traffic/controls;
Held on, or will impact, City-owned property, including right-of-way; or
Includes two or more vendors, or an exterior temporary structure subject to Englewood Fire Marshal regulations.

Exception: No Community Event License shall be required for City-hosted events, or if another provision of Municipal Code authorizes all of the proposed temporary activity(ies) under a different City-issued license or permit.

Please note that small residential block parties hosted by Englewood residents through the Neighborhood Resources Program follow a different process. For these types of block parties, a Community Event License is not required. Instead, applicants who wish to host a block party should fill out the Block Party Application, which is shorter and less expensive than the Community Event License. Can I host a Community Event at a City facility?

Yes! The City of Englewood has numerous parks and facilities that are available for rentals to host your event. If you are planning an event that will take place at a park or any City facilities, you must reserve the desired location and pay the appropriate fees before submitting the Community Event License. You will be required to upload proof/confirmation of reservation and paid fees to submit a complete application.

What do I need to know if a vendor and/or others will be providing alcohol at the event?

If alcohol will be served at your event, you are responsible for ensuring your alcohol vendor completes the appropriate application for the permit (Special Event Liquor Permit or a Festival Liquor Permit). You will be required to upload the alcohol vendor(s) completed application prior to submitting the Community Event License Application and pay the associated fees. Most events organizers will charge an “event fee” to their liquor vendors to recoup the cost of the liquor licensing.

Special Event Liquor and Festival Liquor applications can be accessed at the City Clerk’s Office website.

Timeline: Special Event Liquor Permit applications must be submitted no later than is 90 days prior to the event, while a Festival Liquor Permit application must be submitted no later than 60 days prior to the event.

Please note that the Community Event License will not be approved until the liquor vendor application has been approved and properly licensed.

Liquor Fees

Special Events Liquor Permit Fees:

In order to qualify for a special events permit, you must be a qualifying organization per 44-5-102 C.R.S. and one of the following: social, athletic, philanthropic institution, fraternal, chartered branch, lodge or chapter, political candidate, patriotic, national organization or society, municipality owned arts facilities, political, religious institution, or chamber of commerce.

- Beer, Wine and Liquor: $100 per event
- Fermented Malt Beverage Only: $100 per event

Festival Liquor Permit Fees:

City of Englewood Application Fee: $150
State of Colorado Fee: $50 (paid in separate link directly to the state)

Additional Potential Fees:

Licensee Fee: $50 per licensee not a City of Englewood licensee (non-City licensees require Festival Control Plan Guidelines and further investigation by the City)
Festival Permit Fee per additional day after the first day: $50

What do I need to know if I will be hosting vendors at my event?

When applying for a Community Event License, you will need to list all vendors, their addresses, and contact information. The City will follow up to ensure all vendors are properly licensed, and guide them through the process if they need to obtain a license.

All vendors must have a current City Sales and Use Tax License (Business License ) to sell in the City of Englewood, issued for $25.
Mobile food vendors (food trucks) must have a City of Englewood Mobile Food Vendor License. This is issued at no cost with a complete application, additional fees may be required if the application is incomplete.

What is the cost of a Community Event License?

The cost of a Community Event License depends on the specifics of your event. Below is an overview of potential fees associated that may be required for your license. The application will automatically calculate the fees due based on your event's requirements and the details you provide.

What will I need to submit an application for the Community Event License?

In addition to the basic information pertaining to your event, you may be required to submit additional attachments depending on your unique event and the types of activities you will be hosting. As you fill out the online application, you will be prompted to submit the documentation required based on your selections.

Certificate of Comprehensive Liability Insurance
1. If the event is on City of Englewood Property, the license holder shall have Comprehensive General Liability Insurance with a minimum combined single limit of liability for bodily injury and property damage of one million dollars ($1,000,000.00) per occurrence and in the aggregate.
Premise Use Authorization Letter
1. Written approval for use of site if not owned or leased by the applicant, which includes the following elements: event name, description, location, date, time, and express permission for the event to occur as described.
Safety Plan
1. A brief description of your internal safety plan (ingress, egress, emergency access, etc.)
Sanitation Plan
1. Briefly describe trash and recycling plan, include location of trash for event and disposal during and after the event.
2. Briefly describe bathroom/portable toilet plan, including location and number of portable toilets.
Site Plan, with the following elements included:
1. Barricade Locations
2. Egress & Ingress Pathways (routes that allow people to safely enter/exit)
