On November 18, 2024, the Englewood City Council adopted updated water, sewer and stormwater rates and a Drinking Water Loan Fee effective in 2025. The 2025 water and sewer rate increases were 4.5% over 2024 rates. This increase aligns with the long-term financial planning conducted in 2020 to support significant capital investments and operational upgrades in the water and sewer systems. These improvements aim to address issues, including taste, odor, and hardness, and maintain the reliability of the systems. 

Capital Improvement Fee (CIF)
This fee directly supports system modernization projects that improve the taste, odor, and hardness of Englewood's drinking water while addressing critical repairs and replacements for the city's aging water infrastructure. The CIF is reviewed biannually as part of the city's long-term financial planning to ensure sufficient funding for these essential improvements.

Drinking Water Loan Fee
The Drinking Water Loan Fee is a new charge of $5.00 per month per meter or service line. This fee supports the debt service on the Drinking Water Revolving Fund Loan, which enabled Englewood Utilities to access $40 million in low-cost loans under the Bipartisan Infrastructure Law (BIL), with $10 million of granted to the city as principal forgiveness. This low-cost funding made the Lead Reduction Program possible. It also allowed the city to invest in critical infrastructure, such as replacement water lines and control valves, to enhance the resiliency of the water distribution system.

This fee was originally scheduled to be effective on January 1, 2025, however its implementation was delayed to November of 2025.  This fee will remain at $5.00 per month through the term of the loan, which is 30 years.

Storm Water Rates 
The 2025 storm water rates increased increase by 5% over 2024 rates. This increase is in line with financial planning efforts initiated in 2019 to support necessary maintenance and capital investments identified in the city’s Storm Water Master Plan. As a result, the typical Englewood residential customer bill increased by approximately $0.96 in their monthly storm water charge.

   • The City of Englewood Water Rates consists of three (3) components – a per 1000 gallons consumption charge, an administrative fee and a capital improvement fee.

   • City of Englewood Sewer Rates are calculated from the lowest winter water consumption or the minimum (based on water meter size) whichever is greater.

Will the water and sewer rates continue to increase?
A: Yes, as a part of the city utilities’ long-term financial plan, modest rate increases are anticipated annually. Both water and sewer rates may increase about 4.5% per year for the next several years.

What does an annual 4.5% sewer rate increase mean?
A: An annual 4.5% sewer rate increase means the average monthly sewer bill will increase by approximately $1.08.

What does an annual 4.5% water rate increase mean?
A: An annual 4.5% water rate increase means the average monthly water bill will increase by approximately $1.13.

Will the stormwater rate increase each year?
A: Stormwater rates are scheduled to be increased in 2026 by 4.5% to pay for planned storm sewer capital projects and maintenance needs.

Will the monthly Capital Investment fee increase?
A: Yes, the monthly Capital Investment Fee is scheduled to increase based on meter size every two years. For the typical residential customer, the CIF  will remain at $17.00 per month for 2026, but it will increase to $18.00 per month in 2027.

Will the monthly Drinking Water Loan Fee increase?
No, the Drinking Water Loan Fee will remain $5.00 per month through the length of Drinking Water Revolving Fund Loan term, which is 30 years.
