Development Reviews

Beginning January 1, 2025, and per the 2025 Schedule of Fees and Rates, Englewood Utilities will charge a base fee to review water and sanitary sewer plans for proposed developments with a separate fee, if applicable, charged to conduct fire hydrant flow testing. Actual costs incurred by the Department for Development Review, reviews prior to an issuance of a permit associated with zoning, PUDs, Major and Minor Subdivision permits, Conditional Use Permits, all other permits required under Englewood Municipal Code Title 16, and associated tasks.

For residential developments with three (3) or less units, the fee is $500 per permit application and is non-refundable. Fees associated with plan reviews of single-family, owner-occupied properties will be waived. For residential developments over three (3) units, commercial, or industrial, the fee is $1,500. If the non-refundable fee is expended, the city will invoice the developer for excess review time spent by outside consultants which must be paid prior to permit approval, contact Tasha Neel (utilitiesdevreview@englewoodco.gov) for information on how to pay any additional invoices. A separate fee of $240 will be required for fire hydrant flow testing.

Prior to any Utilities reviews of development plans or system capacity verification, other than preliminary reviews completed as part of a Development Review Team (DRT) meeting, the developer is responsible for coordinating with city staff to sign a Public Sanitary Sewer System Connection Application and/or Public Water System Connection Application.
