Englewood’s Vision Zero Initiative

Safety on the Move is Englewood’s comprehensive Vision Zero initiative to reduce traffic fatalities and serious injuries. The program takes a coordinated, citywide approach to safety through engineering, enforcement and community engagement to create a safer transportation system for everyone.

Grounded in Safe Systems principles, the program recognizes that human error is inevitable. Instead of relying on behavior alone, it focuses on designing roadways, policies and operations that reduce the likelihood of severe crashes when mistakes occur.

This includes prioritizing safer street design, managing speeds, applying proactive safety measures and ensuring all modes of transportation are considered in planning and operations.

Community-Driven Safety

A core part of Safety on the Move is ongoing community engagement. The program incorporates input from residents, businesses and stakeholders to ensure safety strategies reflect local priorities and lived experience.

How Safety Priorities Are Identified

Safety projects are selected using data-driven analysis of crash history and roadway conditions. Common evaluation measures include:

  1. Crash frequency (number of crashes over time)
  2. Crash rate (crashes relative to traffic volume)
  3. Safety Performance Index (SPI)
  4. Level of Safety Service (LOSS)

These tools help identify locations with higher-than-expected crash risk and guide where safety investments will have the greatest impact.

Safety on the Move Projects

Projects that align with Safety on the Move typically include at least one of the following safety-focused elements:

Speed and Traffic Calming

  1. Traffic calming or speed reduction measures
  2. Narrower travel lanes or roadway reconfiguration
  3. Reduced curb radii to slow turning speeds

Intersection Safety Improvements

  1. Intersection daylighting (removal of parking near corners)
  2. Removal of sight distance obstructions
  3. Signal timing improvements or protected turn phases
  4. Traffic control changes to address crash patterns

Pedestrian Safety Enhancements

  1. Improved crosswalk visibility and lighting
  2. Measures that increase driver yielding compliance
  3. Design features that reduce vehicle speeds at crossings

Crash-Driven or Rapid Response Improvements

  1. Projects initiated or adjusted in response to serious or fatal crashes
